Elaborate Japanese plans for the future of Hong Kong are also reported today. The Governor General, General Rensuke Isogai, is said to have the intention of making-. the island a "distribution centre for the Southern regions" as well as a shipbuilding centre.

In these grandiose plans, which appear to be made in Tokio, General Isogai is said, however, to be falling foul of the local military and naval commands, with whom he has never been on good terms. One of the things he requires for his scheme is control over the warehouse system, which is now run by the military. The shipbuilding yards are being usèd by the Navy for the construction of shipping for local waters.
